Head of Capital Programmes
Central London (Hybrid Working)
£450-£500/day Inside IR35
An exciting opportunity has arisen for an experienced Head of Capital Programmes to lead the delivery of a significant £35 million annual capital works programme for a prominent London local authority.
This leadership role will focus on maintaining and enhancing a large housing stock of approximately 21,000 properties, delivering high-quality, safe, and sustainable homes for residents.
Key Responsibilities:
Oversee the successful delivery of a £35 million annual capital works programme, including:
Window and roof renewals
Fire prevention upgrades
Kitchen and bathroom replacements
External decorations
Flat de-conversions
Manage and develop a team of around 25 professionals, fostering high performance and operational excellence.
Lead the management of contracts with key external contractors to ensure timely, cost-effective project delivery.
Ensure full compliance with the RIBA process across all project phases, from commissioning and contract awarding to on-site works and final completion.
Engage proactively with residents, ensuring effective communication and prompt resolution of any issues during project delivery.
Provide consistent operational and financial reporting to senior leadership and stakeholders.
Maintain and regularly update the risk register, identifying and mitigating potential risks.
Conduct regular site visits to assess project progress, quality standards, and health and safety compliance.
Essential Requirements:
Significant experience managing large-scale capital programmes, ideally within housing or property management.
Proven leadership skills with the ability to inspire and manage multi-disciplinary teams.
Strong expertise in contract management and working with external contractors.
Comprehensive understanding of the RIBA process and experience delivering projects through all stages.
Excellent communication and stakeholder engagement skills, particularly with residents and senior leaders.
Strong financial and operational management skills, ensuring projects are completed on time and within budget.
A proactive, solution-oriented approach with a commitment to high standards and continuous improvement.
Work Environment:
Hybrid working arrangement with a base in Central London and regular travel to various sites across the borough.This is a unique interim opportunity for a senior professional to lead and deliver impactful improvements to a major housing portfolio.
