Our Community Safety & Environmental Health Division in the Housing & Safer Communities Directorate is going through a period of significant change with the realignment of key services across the piece and we are now seeking a strategic leader to establish these new service areas to deliver on our ambitious plans to shape award winning public services, maintaining the safety, security, and well-being of Greenwich's residents and communities. We are seeking a dedicated and visionary leader to join us as the Head of Public Protection and Consumer Standards, where you will lead and drive a wide range of services, including protective security, trading standards, licensing, and digital evidence (CCTV).
About the Role
In the newly created role of Head of Public Protection and Consumer Standards, you will play a crucial role in shaping and delivering a high-quality public protection and consumer standards service that will meet the changing needs of residents and businesses. This is a key leadership position with responsibility for ensuring compliance with legislative responsibilities while enhancing safety and creating safer environments across the borough, particularly in our town centres and business districts.
You will oversee critical areas such as:
- Protective Security Standards
- Counter Terrorism and Extremism (CONTEST and Prevent)
- Digital Evidence and Intelligence (CCTV)
- Licensing (including alcohol, entertainment, and animal welfare)
- Trading Standards
Key responsibilities include:
- Developing and implementing service plans, strategies and policies that drive continuous service improvement.
- Leading multi-disciplinary teams to deliver public protection objectives.
- Acting as the council's primary contact for counter-terrorism matters.
- Managing significant budgets (up to £5m+) and contracts to ensure value for money.
- Overseeing the borough's CCTV network and ensuring compliance with surveillance regulations.
About You
We are looking for a strategic and dynamic leader with a strong background in public protection and consumer standards. You should have in-depth knowledge of key issues affecting the borough, particularly in delivering compliant CCTV provision, a robust CONTEST strategy, and delivery of commercial environmental health services. You will be adept at managing complex policy issues and have a proven track record in leading large teams, driving service improvements, and securing external funding to support initiatives.
You will bring:
- Significant experience managing stakeholder engagement and strong leadership skills with clear experience of motivating teams and improving service delivery
- Significant experience and success in delivering financial savings as part of wider council financial strategy management
- Expertise in managing proactive enforcement, legal compliance, and risk management.
- A commitment to enhancing public safety and improving the quality of life for residents.
