Position Summary:
The Operational Delivery Manager will oversee the planning, execution, and delivery of programmes designed to enhance the future skills landscape within the maritime industry. By raising the profile and attractiveness of the maritime sector and the exciting career opportunities that exist for a diverse and inclusive workforce; we will in turn have positive and meaningful impact on the attractiveness of Teesside for growth and additional inward investment.
This role requires a dynamic professional who can align the organisation's strategic goals with actionable initiatives, manage stakeholder relationships, and ensure the success of projects that strengthen workforce capabilities and industry sustainability.
Key Responsibilities
Programme Management:

Design, develop, and implement programmes aimed at identifying and addressing skills gaps in the maritime sector.

Oversee project timelines, budgets, and resources to ensure successful delivery of objectives.

Monitor and evaluate programme effectiveness, using data to inform decision-making and refine strategies.

Ensure compliance with organisational and external regulatory frameworks.
Stakeholder Engagement:
-
Collaborate with maritime industry partners, educational institutions, other industry clusters, government bodies, and other stakeholders to support programme initiatives.

Act as the primary liaison for members, fostering strong relationships and encouraging active participation in skills programmes.

Coordinating channels of communication both internally and externally via a number of medias to include management of the Cluster website, e-comms circulated to a variety of audiences; and liaising with affiliated organisations such as Maritime UK.

Represent the organisation at industry events, conferences, and working groups related to workforce development and future skills.

Sharing best practice between similar maritime clusters in the UK and beyond; as well as with other industry clusters who serve or are served by the maritime sector.
Operational Oversight:

Manage operational logistics for programme delivery, including organising events, workshops, interactive sessions, etc.

Develop and maintain documentation, including project plans, progress reports, and post-implementation reviews.

Implement systems and processes to streamline programme administration and reporting.
Strategic Alignment:

Contribute to the organisation’s broader strategic objectives by aligning programmes with current and future industry demands.

Research and analyse trends in maritime skills and workforce development, providing insights to inform programme priorities.

Advocate for innovation and digitalisation within training and education to future-proof the industry workforce, while enhancing productivity and reducing friction in international trade.
Qualifications & Experience
Essential:
-
Proven experience in programme or project management ideally within a membership organisation, maritime sector, or skills development context.

Strong organisational, operational management and administrative skills, with a track record of delivering complex programmes on time and within budget.

Excellent stakeholder management and communication abilities, including experience working with diverse groups.

Knowledge of workforce development, skills funding mechanisms, or training frameworks.
Desirable:

Familiarity with maritime industry trends, challenges, and regulatory frameworks.

Experience in digital transformation initiatives or implementing innovative learning technologies.

Professional certification in project or programme management (e.g., PRINCE2, PMP).
