Role: IT Business Analyst Contract: Permanent Salary: £44,524 - £52,381 Location: Birmingham (x2 days per week in office) Reports To: IT Lead Business Analyst Direct Reports: None Job Purpose: Please note that this organisation cannot currently offer sponsorship. To work with organisation managers to lead the development of new business systems and business process review, maximising the use of the organisation’s key databases and advising the GDC’s business users on the database implications of business projects and business process developments. Additionally, ensure that programmes and business improvement projects are delivered to the appropriate quality, timescale and budget, liaising with colleagues and external bodies and managing expectations. As this is a Hybrid role, there would be an expectation for you to be based in the Birmingham City Centre office 2-days per week. Key Responsibilities: Work closely with business owners to understand user requirements and system developments to define the project scope. Produce project initiation documents (PIDs) for the project, engaging the business process owner in the initial planning and risk assessment. Interpret and identify business users’ current and future needs, turning business needs into documented and well scoped Business Requirements and Acceptance Criteria. Take sometimes poorly framed business needs and work with managers to define business requirements and translate them into IT change requests and projects to enhance the core database systems. Ensure that changes in operational areas consider the impact on existing systems and processes, known future developments, and other projects within the wider organisation. Develop effective working relationships and maintain a dialogue with the business process owners. Provide advice, guidance and suggestions about the viability of proposed projects. Manage relationships with stakeholders (internal and external) proactively and effectively. Liaise effectively with managers and key users to ensure that business needs are well documented and understood, and that database issues and solutions are understood by internal clients. Define the deliverables, resource requirements and work plans for all projects and manage their development and delivery. Identify and seek additional resources as required. Project Management: Be the key lead on design of solutions for the business, including: Providing support and leadership for the Project Sponsor and the wider project team Requirements gathering and solution design. Identify problems and develop potential solutions. Work with users to identify process/system improvements. During the project life cycle: determine appropriate implementation dates, produce migration plans, review test results and gain sign off. Design, script and run database testing and validation IT Business Analyst. Support implementation activities such as giving user support as a floor walker at go-live. Conduct post project reviews to ascertain project effectiveness and identify lessons learned. Actively identify, measure and manage project Risks and Performance. Project manage changes and improvements to the use of the Council’s databases, and liaise with relevant Directors and Heads to agree a suitable time to carry out those tasks. Ensure project work is well managed so that work packages are delivered on target, which means that the right balance is struck between time, quality and cost considerations, and is achieved about economy, efficiency, effectiveness, equal opportunities and sustainable development. Identify, secure and efficiently manage Resource needs - including people, budget, time, IT, information and other resources. Supplier relationships are procured and managed to obtain best value. To develop and manage the IT software/supplier/consultancy Invitation to Tender (ITT) and procurement process delivering specifications, milestones, schedules, support information, supplier response and scoring matrices. Liaise with the Head of IT and other key IT team leaders to facilitate implementation of agreed changes to database configuration/set-up, and support user groups and managers by developing database solutions to evolving business requirements. Implement quality assurance procedures and conduct post project evaluations to ascertain their effectiveness. Ensure all project documents (e.g. Scope, PID, Business Requirements, Acceptance Criteria and User Stories) are complete current and stored in accordance with organisational requirements. Produce relevant system documentation such as User Guides, Quick Cards, SOPs and Training Manuals. Ensure all project support documents needs (e.g. User Manuals, Guides, and SOPs) have been assessed and assigned to the appropriate person. Lead on and co-ordinate the GDC’s IT Change Management process. Chair the IT Change Advisory Board, coordinate and administer the IT Change Request process. Personal and Professional Skills: Prince 2 project management qualification (desirable) or equivalent project-based experience in IT project environments Proven working knowledge of project management disciplines from a theoretical and practical viewpoint, is used to leading and delivering projects including those involving IT change management Proven people management experience and skills including managing performance in a project and an operational environment, plus experience of coaching, teaching or training others Excellent communication skills including listening, negotiating and interpretation, establishing rapport, understanding needs and reaching agreement with others. Able to adapt working style and communications appropriately to different levels. Able to use a variety of mediums: face-to-face, phone, email, letter and business report writing in a way that instils confidence and authority Ability to think logically has a demonstrated track record of researching and investigating issues and problem-solving. This will include analysing problems; identify solution criteria and producing a range of options to solve issues and implementing the best fit solution Can build successful and effective relationships with both internal and external stakeholders and can manage these relationships over a sustained period Ability to show financial understanding and commercial ability when it comes to managing resources and planning project budgets Confident attitude to using initiative and taking responsibility, e.g., decision-making, project management, running meetings Excellent time management skills including planning, effectiveness, efficiency, productivity, and reliability Self-driven, results-oriented with a positive outlook, and a clear focus on high quality.
